My Walgreens was very well stocked with these even at 11:00 am. They had a box at the counter, and they seemed to be offering them to people who had children and also giving them to anyone who actually asked for one, but otherwise just letting them sit there. I think it worked out well, kept stock for people who wanted or were likely to enjoy them. Considering Walgreens general stock issues, I think they handled this promo very well.
