This coupon is on the Target web site, but it is a manufacturer coupon. The only reference to Target is a small Target logo and their web address. You should be able to use it at any retailer who accepts coupons.
Target has made many changes to their printable coupons. Besides, now, using a coupon printing program, they limit the number you can print, and the most confusing part of the change - some of the coupons are Target coupons and some are manufacturer coupons. There is no way to tell which ones are Target coupons and which are manufacturer coupon until you print them.
Couponing to Disney has published a Master List of Target Printables. Check it out; it's quite impressive and makes trying to figure out what you want to print a bit easier.

Target hasn't upgraded their system yet to accept Windows 7 users. Ugh!
